Working on Connecting the Community In conjunction with the Honolulu Rail Transit Project, the City and County of Honolulu has been working with the community to plan for new development and public realm improvements around the Kalihi rail transit stations since 2010. The Kalihi Neighborhood Transit-Oriented Development (TOD) Plan was officially adopted by the City Council in 2017, and the City is moving ahead with implementation of the Plan in collaboration with the State, area property owners, and community groups.
